The problem with the idea is basically that if the ability to fit guns were taken out all together, the drone boats (dominix in particular) become pretty useless except against smaller ships, which is disgraceful for any ship.
You should probably also consider that your proposed changes would really hurt other unintended targets like the Typhoon.
There is a general belief that ECM and nos are really powerful in PvP esp. in small engagements and I am one who believes that. As mentioned by some others, the drone ships themselves are not overpowered because they can fit a lot of the modules that are powerful. There are other ships that fit a lot of them that would simply step up to be the next "overpowered" ship-Blackbird would be the top of my list. It may not have the drone bonuses, but a Blackbird with any support ship at all will roll over most anything and if there were no "drone boats" to complain about it would be focused on any ECM spec'd ship.
The argument about the differences in weapons is not to be ignored. There is no way to blow a T2 1400 off of a sniperPest or kill a Tachyon, rail, etc. but drones can be killed and you also get to shoot at them the whole time that they casually meander toward you. Dominix has a difficult time trying to tackle for itself and run ewar since it is so slow and takes forever to get into range.
I don't PvP much, and when I do it's not in a BS since I'm too new, but that being said I do feel confident saying that there are many ships that make good counters to a VampDomi, especially since when you see a Dominix on the overview you already know what you're facing-it's almost like going against Amarr since there's really only a couple setups that are valid. Since it takes so long to get in range and there are no scrambling drones, just warp out if you're not setup to face a vamp rig. It's no different than a guy with kinetic and thermal tank looking for Caldari seeing a geddon show up-he's running since he knows that it's a bad matchup.
If you really want a change in the Domi setups, fit a Domi-killer and start killing the guys you want nerfed. You know it can be done.
